Ministers defend Water Bill's abstraction licensing reforms

Challenges to the Government's plans for reforming the abstraction licensing system in England and Wales continued when the Water Bill began its Report stage in the House of Lords on 12 June. Farming interests secured one concession on "sleeper" licences, and the Government may yet offer quarrying businesses another, but there was no joy for the water industry in its efforts to dilute the impacts of the reforms.
