Brown puts a freeze on green taxes

There has never been a Budget which froze so many environmental tax rates, nor, under Labour, so little innovation in green taxation. That aside, the highlights were a Treasury retreat from earlier plans to tax LPG more heavily, signs of possible trouble ahead over the aggregates levy, long-awaited decisions on promoting domestic energy efficiency, and a push on deregulation which has environmental legislation in its sights.
