Pre-Budget report pushes forward on regulatory reform

The regulatory reform agenda is building up a fresh head of steam at both UK and EU levels. Gordon Brown's latest pre-Budget report contains little in the way of environmental policy measures (see box ), but it pushes forward on a number of new regulatory reform initiatives. The Environment Agency earns praise for its approach to risk-based regulation - but the Government is launching assaults on a wide spectrum of regulatory activities impacting on business, together with forthright criticism of the "cumulative and conflicting" requirements of EU environmental legislation.
