'Culture change' needed in public sector to make success of SEA

A Bill to extend the scope of strategic environmental assessment cleared its first stage in the Scottish Parliament in June. A parliamentary inquiry into the legislation concluded that it will be essential for the Scottish Executive to take the lead in promoting cultural change among public bodies in adapting to environmental assessment across their activities. The Bill's pre-screening arrangements also look set to be amended.
