NGOs demand tough caps in next round of EU trading scheme

Caps on British industry in the next phase of the EU emissions trading scheme need to be tightened by up to 33% to deliver the Government's domestic CO2 reduction target, according to a report by WWF.1 The group calls for auctioning of allowances to the power sector and incentives for low-carbon technologies in rules for handling new entrants and plant closures.
