ODPM struggles over buildings Directive

The 2003 EU Directive on energy performance of buildings aims to improve energy efficiency by up to 22%. But with only weeks until the deadline for implementation, the Office of the Deputy Prime Minister has still to take decisions on methods to assess energy efficiency, certification requirements and how to train inspectors. The UK is certain to be in breach of the Directive - and the full provisions relating to commercial properties may not be in force until 2009. Janet Wood reports
