Kyoto mechanisms take EU way beyond 8% cuts

The EU-15 countries should far exceed their emissions target under the Kyoto Protocol once allowance purchases and land-use changes are considered, says the European Environment Agency. Canada, Japan, Iceland and New Zealand look to be the biggest underachievers in percentage terms.
