Entry into force of regulations banning oil transfers between ships in UK territorial waters has been delayed by six months, for the second time.

The Merchant Shipping (Ship-to-Ship Transfers) Regulations 2010 were published in April last year and were initially due to enter force the following October.1 They ban transfers and fuelling outside harbour authority waters. Only licensed harbours may allow the activities, which have a high potential to pollute.
