EU emissions trading rules approved

Benchmarks for allocating emission allowances under the EU emissions trading scheme from 2013 have been formally adopted

The European Commission has formally approved benchmarks to be used in allocation of free EU allowances in the third phase of the EU emissions trading scheme (EU ETS). Member states have until 30 September to work out how many allowances will be allocated. Member state representatives approved the draft decision, which sets out the benchmarks, on 15 December 2010 (ENDS Report, January 2011).
