Relaxing England’s planning rules will undermine green safeguards and store up future problems, warns the Chartered Institution of Water and Environmental Management (CIWEM).

The communities department (DCLG) is consulting on relaxing the rules governing change of use, from commercial to residential.1 The proposals would allow this, without the need for planning permission. It aims to simplify planning, raise housing supply, boost site regeneration and encourage sustainability.
