Brown's OFR bombshell

The Government's u-turn over plans for a statutory operating and financial review (OFR) has met with widespread opposition from the City, regulators and environmental groups. However, thousands of firms will still have to report on environmental issues to comply with EU rules, and many are likely to stick with the OFR guidance on its new non-statutory footing.
