The London Borough of Richmond’s new Conservative administration says it will scrap parking charges based on vehicles’ carbon dioxide emissions.

They were introduced when the council was controlled by the Liberal Democrats (ENDS Report 382, p 15). Opposition focused on controlled parking zones (CPZs), where permits are needed to park in certain areas including residential streets. The highest emitting cars pay more than the average vehicle, while low carbon cars such as a Toyota Prius park for free.
