Hedegaard retreats on EU 30% emissions target

Climate commissioner climbs down after facing intense pressure over financial fears

EU climate commissioner Connie Hedegaard has effectively ended her campaign for Europe to unilaterally raise its 2020 greenhouse gas emissions target from 20% to 30% amidst fears over the worsening financial crisis in the Eurozone.

Launching the commission's assessment of 20% vs 30% on Wednesday, Ms Hedegaard pointedly omitted calls for the higher figure. Nor does the final study include any recommendation.

The climate commissioner has invested several months in trying to build consensus for a 30% target. There had been indications that the assessment would point EU governments towards the higher ambition level (ENDS Report, May 2010).
