Staffordshire County Council signed a 25-year private finance initiative waste disposal contract with Veolia in August.

Under the £1bn contract, Veolia will build a 300,000 tonne-per-year capacity incinerator at Four Ashes, near Cannock, to take residual waste from the council, as well as from Warwickshire, Walsall and Sandwell councils.

Staffordshire received planning permission for the plant last year and the site is due to be operational by 2013 (ENDS Report 409, pp 17-18).

Under the contract, the council will achieve at least a 55% recycling rate.
