Protecting the coast - who’s in charge

Like the coastline itself, the way erosion and flooding by the sea are dealt with are ever changing. A complex mix of responsibilities, plans and committees have grown up involving the Environment Agency and the 92 seaside English local councils. The agency had lead responsibility for protecting against flooding whilst the councils took the lead on works which prevented their cliffs and beaches being eroded away - although some councils also took the lead in protecting against flooding.
