Climate policies failing to deliver, claims study

The government has overestimated the impact of its existing climate measures, according to a study for Channel 4’s Dispatches.1 The study estimates that by 2020, UK carbon dioxide emissions will be just 12-17% lower than in 1990 - way off the 26-32% target proposed in the draft Climate Change Bill.
