Energy Star standards made binding

The European Parliament has adopted a Regulation to implement the revised Energy Star labelling scheme for office equipment agreed by the US and EU in December (ENDS Report 377, p 44 ).

The Regulation will also make the voluntary scheme’s performance criteria binding in public sector procurement contracts.

At the Regulation’s first reading on 10 July, MEPs backed a proposal to require member state governments and EU institutions to ensure energy efficiency criteria are met when buying office equipment.

The criteria, which cover equipment such as computers, printers and scanners, have been made more stringent.

EU Energy Commissioner Andris Piebalgs welcomed the vote, which the European Commission says "marks the first time that the Council, the European Parliament and the Commission agree that certain energy efficiency criteria become binding in public procurement."

The Commission will set up a European Community Energy Star Board to help review implementation and track energy efficiency technical developments.

The European Council is expected to adopt the Regulation in July.
