Manchester agrees congestion charge bid

Manchester has taken an important step towards a city-wide congestion charge – the first such scheme outside London. The Association of Greater Manchester Authorities at the end of July agreed to submit a bid to the Department for Transport for a £3 billion investment in public transport.
