CCA targets fail to stretch firms, says NAO

A review of the effectiveness of climate change agreements by the National Audit Office has concluded they have been successful but the targets could have been more demanding.1 The agreements are now projected to cut carbon emissions by 1.9 million tonnes in 2010 – 1MtC less than anticipated.
