Brussels gets tough on ETS allocation

The European Commission has sent a strong signal that it expects allocation plans for the second phase of the EU emissions trading scheme to be tougher, simpler and more consistent.1 The guidance demands a "broad" interpretation of combustion plant - which could bring many more UK installations into the ETS.
