Breaking the logjam on waste projects
The slow pace of agreeing waste disposal contracts has emerged as a major obstacle to diverting waste from landfill. The government wants to stimulate competition, but local authorities complain Whitehall handles PFI applications too slowly, and waste firms want the PFI and planning processes speeded up.
