Agency phases in 'fixed' waste site licences

The Environment Agency is processing an initial batch of 15 waste site licence applications under a simplified procedure designed for less risky waste sites. The concept of "fixed" licences fits well with thinking on the new environmental permitting regime planned for 2008.
