Momentum builds for green taxes

Gordon Brown has flirted with the concept of green taxation since coming to power in 1997. During its first term, Labour introduced such measures as the aggregates levy, landfill tax escalator and the climate change levy - but over the last five years his initiatives have amounted to little more than tinkering around the edges.
