Signs of self-confidence in environmental regulation
Sir John Harman’s outspoken attack on the deregulation lobby marks a renewed sense of confidence now emerging in the UK environmental policy community. The Environment Agency chairman pulled no punches in his speech to the Environment Industries Commission, in which he criticised the government of sometimes losing its nerve in dealings with industry, which in turn contributed to wider project-management failures and delays in the transposition of EU legislation.
