DEFRA outlines national emissions trading plan

Proposals to encourage large, non-energy intensive businesses to cut carbon dioxide emissions were issued by the Environment Department (DEFRA) on 8 November.1 They include a mandatory cap-and-trade scheme and a voluntary reporting and benchmarking system.
