The High Court has held that a decision by Wandsworth Borough Council to withdraw from the co-collection of household and commercial waste, and effectively leave commercial waste collection to the private sector, was within its legal powers. The judgment exposes the current complex legal and financial arrangements underlying the collection and disposal of waste, and the result may jeopardise environmentally beneficial co-collection systems.
