Europe heads into hot water on greenhouse gas emissions

Europe's greenhouse gas emissions increased sharply in 2003, leaving the EU badly off course for its Kyoto Protocol target, according to the European Environment Agency.1 A second EEA report sets out a pathway to a "low emissions future" - but suggests that Europe will have to rely heavily on imported credits to meet its long-term emission targets.2
