Bradshaw pulls the plug on composting 'exemption'

A last-minute shift by new Environment Minister Ben Bradshaw saw the removal of proposed charges for registering small-scale composting operations with the Environment Agency - but also the withdrawal of a new exemption from waste licensing for sites producing compost for use elsewhere. The existing licensing exemption will remain in place until the Environment Department (DEFRA) develops a risk-based, site-specific structure for exemptions and fees.
