Commission to bring all flights into emissions trading scheme

Legislative proposals to bring aviation within the EU emissions trading scheme are now expected in 2006, according to a draft Communication from the European Commission. The scheme is likely to cover CO2 emissions from all flights leaving EU airports, but would have only a modest impact on fares, the Commission says.
