SEPA's double whammy on PPC charges

The Scottish Environment Protection Agency is mooting a 7.7% increase in subsistence charges for sites under pollution prevention and control, with a further 5% rise above inflation in 2007/08.1 SEPA says the increases are needed to recover costs.
