A key change since the second reading in September is that by financial guarantees will be limited to land affected by the mine waste site, as described in the site's waste management plan. Parliament had wanted guarantees to apply to any land "directly affected" by a site, which could have included land hundreds of miles away.
Sites that stop accepting waste before the Directive comes into force will not need to comply with some provisions, such as those on waste management plans and financial guarantees. But they will be bound by provisions on major accident hazards, cyanide pollution and water status deterioration.
