The world stands at a fork in the road. George W Bush's decision in 2001 to withdraw the US from the Kyoto Protocol has come perilously close to derailing the emerging, but fragile, international framework which offers the best chance of heading off severe climate change over the coming century. The dwindling band of Kyoto optimists are now attempting to decode signals from the Kremlin, hoping that Russian ratification will yet save the Protocol. Meanwhile, scientific evidence that climate change is a clear and present threat is growing by the month.
