Air quality targets in doubt as councils make slow progress

Time is running out for local authorities to meet air pollution objectives under the local air quality management (LAQM) regime. Key objectives for fine particles (PM10) and nitrogen dioxide are due to be met by the end of 2004 and 2005, respectively - but only a handful of councils with high pollution levels have produced action plans to address the problem.
