N Ireland takes tough approach to waste licensing exemptions

Regulations implementing the waste management licensing regime finally took effect in Northern Ireland on 19 December, almost ten years after its implementation elsewhere in the UK.1 The regulations also implement aspects of the end-of-life vehicles (ELVs) Directive, and leap-frog England and Wales by applying tougher rules on the registration of "exempt" facilities.
