Packaging regulations overhauled

Amendments to the packaging regulations came into force in England on 1 January.1 The regulations introduce material-specific recycling targets for packaging waste between 2004 and 2008. There are also targets for overall recovery and the minimum proportion to be met through recycling (ENDS Report 346, pp 44-45 ).

The regulations also make compliance schemes legally responsible for their members' recycling and recovery obligations, and make statutory the system under which packaging waste recovery notes (PRNs) are used to prove compliance with the regime.

Identical regulations for Wales and Scotland came into force on the same date.2 Regulations for Northern Ireland are expected by April.
