Guidance on waste OPRA

Guidance and other documentation on how to apply the scoring criteria in the Environment Agency's OPRA risk rating scheme to waste management facilities was published on the Agency's website in January.1,2

The documents are intended to ensure that OPRA is applied consistently across the Agency's regions. They apply to facilities covered by the waste licensing regime as well as landfills being brought under pollution prevention and control.

The guidance has been used by the Agency since 2002, but the introduction this spring of a new system for classifying licence compliance led to slight changes to the wording.

Some waste firms have claimed that Agency inspectors in different parts of the country have interpreted the OPRA scoring methodology differently on issues such as non-compliance scores (ENDS Report 336, pp 29-31 ).
