Options for mobile waste treatment plant in Wales

Regulations introducing new categories of "mobile plant" under the waste management licensing regime came into force in Wales on 31 January.1 They will be welcomed by the land remediation sector.

The regulations are in line with proposals in a consultation last summer on wider changes to waste licensing in England and Wales (ENDS Report 342, pp 47-48 ).

They introduce an important new category of mobile plant for land remediation. These licences will cover the treatment of "contaminated material, substances or products, for the purposes of remedial action with respect to land or controlled waters."

The new definition significantly extends the scope of mobile plant licensing. Other new categories of mobile plant included in the regulations are plant for dewatering muds, sludges, soils and dredgings, plant for the treatment of sludge by lime stabilisation, and plant for the treatment of clinical waste.

The regulations also require the Environment Agency to place scores from the waste operator and pollution risk appraisal (OPRA) scheme on the public register.
