DEFRA's decisions on the waste acceptance criteria

  • To delay the implementation of the WAC until 16 July 2005, a full year after the ban on co-disposal.

  • To regulate landfill sites on a site-specific basis during the interim year based on loading rates for new wastes - and to allow former co-disposal sites to continue to operate on this basis into the long term.

  • To adopt the risk assessment option, allowing leaching limits to be set three times higher than stipulated in the EU agreement on a site-specific basis. However, the UK will restrict the use of this option to "individual waste streams destined for specific mono-fill sites".

  • To reject Environment Agency proposals for the UK to apply tighter leaching limits for cadmium and mercury.

  • To extend the ban on disposal of gypsum with biodegradable waste to include any other high sulphate wastes.
