DEFRA spells out PPC definition of 'food'

The Environment Department has ruled that companies manufacturing animal feed and pet food will be caught by the pollution prevention and control (PPC) regulations.

In guidance issued in March, DEFRA says there is no distinction between food manufactured for human and animal consumption.1The ruling may have the effect of transferring some animal feed producers from regulation by local authorities under Part B of the PPC regime to Environment Agency control under Part A, depending on the production capacity of the site.
