Two official reviews of the lessons learnt from last year's US "ghost ships" saga have pointed to weaknesses in Environment Agency and Government policy which contributed to the fiasco. Nonetheless, the Agency maintains that the ship recycler Able UK held ultimate responsibility to ensure that all the consents were in place before importing the vessels.
