Bill to reform Scottish water industry
Scotland's third water Bill in three years was introduced in the Scottish Parliament in June. It will open up the water business to limited retail competition but ban "common carriage" of water and sewerage. Economic regulation of the water industry is also being overhauled, and arrangements for dealing with pollution from abandoned mines are being put on a more secure footing.
