Disappointment as Ofwat cuts environmental programme
The water industry's financial regulator Ofwat set draft price limits for 2005-10 in August, reducing the average increase in bills from 6.2% per year in real terms to only 3.1%. Although widely regarded as a successful compromise, the draft settlement has been achieved by paring back the environmental programme, leading the Environment Agency and English Nature to express their disappointment.
