Scene set for Scottish Water's next investment round

Two consultation papers on the investment priorities and charging principles for Scottish Water's next capital spending round were issued by the Scottish Executive in late July.1,2 The consultation is taking place amidst continuing doubts about the company's ability to deliver on its current four-year, £1.8 billion programme. Spending in the next four-year period looks set to be substantially higher - but affordability and concerns about the capacity of Scotland's civil engineering sector will hold back the more ambitious schemes.
