Assessing the challenges for packaging recovery

Meeting EU packaging Directive targets to recycle 55% and recover 60% of packaging waste by 2008 will require recycling of glass packaging almost to double in the UK along with sizeable increases in plastics and cardboard recycling. The increases are likely to be funded as much by the taxpayer - through councils' statutory recycling targets - as by the principle of "producer responsibility". Obligated businesses and compliance schemes are warning that the Environment Agency must improve the quality of packaging data and keep a lid on the fraudulent issue of packaging waste recovery notes (PRNs) if the market is to function smoothly.
