Paper on landfill regulations promises changes to 'duty of care'

The Government has issued a formal interpretation of the 2002 landfill regulations in response to industry requests for greater clarity.1 The document breaks new ground as regards the meaning of the requirement to pre-treat waste - and it promises reform to the waste "duty of care" - but in general it continues to leave much to the interpretation of regulators and, ultimately, the courts.
