Agency board delays agreement on cement industry fuels protocol

The Environment Agency's plans to deregulate the incineration of wastes in cement kilns hit a stumbling block in October after its board decided not to fully approve the changes without clear criteria being published on when inspectors will subject operators' applications to public consultation. The Agency is to introduce additional safeguards to prevent the "sham recovery" of waste not suitable for use as a fuel.
