Government to consult councils on rebates for recycling

Local authorities are to be consulted on plans to reward householders to recycle their waste, Environment Secretary Margaret Beckett told the Labour party conference in September. Provisions giving local authorities the power to introduce a range of rebate schemes - and possibly variable charging for residual household waste - may be included in the local environment Bill in the new parliamentary session.
