Wrangle over Scottish Water's environmental spending

A confrontation over future improvements to Scotland's water environment appears to be looming following an announcement by Scottish Water's economic regulator that it should be able to operate without a real increase in water bills during its next four-year investment programme. If sustained, the decision would force radical reductions in the programme being sought by the Scottish Environment Protection Agency (SEPA).
