Agency refines convictions test for waste licences

The Environment Agency has backed down from its proposals to make waste businesses with more than three convictions for environmental offences since 1999 face detailed scrutiny of licence applications. Instead, the condition will only apply retrospectively to convictions for serious offences. As previously proposed, "post-conviction plans" will be required for each conviction after 1 July.
