DEFRA consults on allocation for EU emissions trading scheme

The Environment Department is consulting on options for allocating emission rights under the EU emissions trading scheme - and auctioning, which is strongly opposed by industry, remains on the table.1 The decision will have significant implications for the competitiveness of up to 2,000 UK installations due to come under the scheme. DEFRA is also seeking views on the treatment of new entrants and plant closures.
